Mostly just committing my work so that core team can test this themselves. Been using this since last night without any apparent regressions.

Zstd becomes the default compression for journal files when used to compile systemd. Previous journal files compressed with other algorithms are still readable after this change.

Update: I've been using this across three separate machines for the last month without any regressions that I can see.
