Not sure if there was a specific reason it was patterned into one package in the first place but could you mention the creation of the -devel package specifically in the summary. Additionally, could you also mark requires rebuilds as geos in the builddeps of the following packages will have to be changed to pkgconfig(geos)

libspatialite
python-shapely
qgis
