Summary

Rebase RPM to v4.14.0 and properly enable all the functionality
commonly used in RPM-based Linux distributions.

This fixes issues with setting up chroots of RPM Linux distributions
for building packages targeting those distributions.

Enable file caps support, because I didn't know pkgconfig(libcap)
was a thing...
