If it's only headers then it should just be cppzmq, not cppzmq-devel. Also going to need a patch submitted to the solus-sc repo_data for the deprecation.

For that, clone solus-sc then:

cd repo_data
Edit distribution.xml.in in your favorite editor. Be sure to respect the use of tabs.
Run ./merged_repos.sh
Commit and submit PR for distribution.xml and distribution.xml.in
