R2107:2734bd5bbf8d: Rebuild mpv to get Vapoursynth back

Summary

After rebuilding mpv with python3 Vapoursynth support vanished. Seemingly, this happened because mpv was rebuilt before vapoursynth was indexed, and compilation check failed because Vapoursynth was still linked against Python 3.7.

Test Plan

Loaded simple VS script (add borders around video frame) and checked that it worked.
