Update dolphin-emu to "mGBA Integration" Progress Report

This updates dolphin-emu to the status in the recent "mGBA Integration" Progress Report, see here
With the integration it's possible to easily make use of advanced features included in some GameCube titles, which require a connected GBA; or GBA titles that have additional features when connected to a GameCube.

Configured integrated mGBA and played some Zelda: The Wind Waker, making use of the "Tingle Tuner" GBA feature
