Add nvngx.dll to nvidia-beta-driver to enable DLSS support for Wine/Proton

The 470 driver series adds a new library (nvngx.dll) which provides DLSS support for Windows applications running in e.g. Wine or Proton

According to the discussion here it should be put in the "${libdir}/nvidia/wine" directory.

Test Plan

Unfortunately I don't have an RTX GPU to test DLSS
