Summary

Fixes T9696

Also add patch to improve font rendering in the version of pango we're using.

Test Plan

Launched Hexchat. Did various navigation things. Observed that Hexchat launched instantly.

Corrected mistake that the hexchat binary should be moved before the wrapper script is put in its place

Given that multiple applications are affected and that the script I suggested only appends to available modules for GTK, it makes far more sense to solve this with a profile script in vala-panel-appmenu which can then be added as a rundep where it is needed.
