R3273:548fede0a4d0: Switch xorg-server to meson and ninja

Summary

Part of T9507 to cleanly include libtirpc support (libtirpc support is not available in autotools)

Matches the functionality of the autotools built version.

Notes:

kdrive options are enabled by xephyr=true.
no longer links against systemd but re-login via sddm works ok.
udev-kms currently does nothing but udev and udev-kms have spilt in master so keep enabled to avoid surprises in the future.

Test Plan

Install, reboot and relogin. Use X11 plasma session as usual for a while.

libunwind support is _not_ available in server-1.20-branch meson files, it can be manually backported from the master branch if a deal-breaker.

Probably wouldn't hurt to backport. Stylistically speaking, the whitespace between -D and the option could be removed. Looked fine to me otherwise.
