Replaced pkgconfig(hdf5-1.10.4), as autotools-based build doesn't generate it.

Switch to pkgconfig(hdf5_hl).

Switch to GitHub tarball, as official tarballs are removed from the site when there are new releases.
Not updating to 4.8.0 at this time as it's a full ABI break.
