Summary

The old Mercurial repository is no longer available, so let's switch to new Git mirror instead.
The new repository doesn't have prebuilt tarball for release 3.4, so use the autogenerated one.

Test Plan

Encoded HEVC video with x265 binary and with FFmpeg.
