The new upstream for Arc has seen regular releases and active development, this updates arc-gtk-theme to 20201013.
Changes include updates of including DE themes, bugfixes and removal of openbox support. Complete log available here.

The change of source was rejected per T8935. Unless they merged in all the Budgie-related changes or made equivalent changes to what arc-design used, I am not interested in using this fork. Marking as requested changes and requesting this be investigated.
